Officer Kim thought he had seen it all as a police officer working in Seoul, but nothing could have prepared him for the rampant violence and corruption he encounters when he is transferred to a remote town. In the town known as Shinsun-myun, the police are powerless against the gangsters that run the town, striking terror in all the inhabitants. Crime is uncontained, visitors are assaulted, and the women are raped. And no one is doing anything to stop it. Lee So Hee, a teacher in the town, confides in Officer Kim of her suspicions about the mysterious death of her friend and she asks for his help against a gangster who raped her and is now harassing her. With her help, Officer Kim tries to investigate the source of the violence and corruption in the town. As he gets closer to finding the inner circle of violence, gangsters threaten his life and his police chief urges him to drop the case.
