Set with three central figures, "Mother Water" describes the daily lives of people near the Kamo River in Kyoto, Japan. The Kamo river flows through central Kyoto and several smaller streams connect to the Kamo river. Setsuko is the owner of a bar that only serves whiskey. Takako opens a coffee shop. Meanwhile, Hatsumi owns a tofu shop. Their neighbors inclue Yamanoha who works at a furniture studio, Otome who runs a public bathhouse, Jin who works at the public bathhouse and Makoto who takes walks near the area.
