Prosecutor Song Kuk Jin expanded his private funds to run an accommodating Institute Hee Mang Ja Yul Won for children who committed crimes before. One day a woman police officer Kim Seong Suk is dispatched there for one-person-one-skill education. Seong Suk charges music class. She introduces herself saying that she is also an orphan. She encourages those boys to participate in the New Musicians Contest. As Hee Seok, who has a tender feeling towards Seong Suk, breaks the instruments and ran away, Seong Suk confirms that her love is just like that of mother and father. At last, they win the first prize in the contest and gets patronage from a well-intended Korean-American. Seong Suk decides to remain in the institute and falls in love with Kuk Jin.
