Set in 1995. Terrorists hijack a massive state of the art Japan Self-Defense Force helicopter called “Big B” and remotely direct it to hover menacingly over a nuclear power plant. At the same time, a fax is sent out to the power company, government, and news media stating the helicopter has about 10 hours of fuel left and will be allowed to crash unless all nuclear power facilities currently under construction are taken offline. To make the situation even more dire, a child is left behind in the helicopter as added insurance. Kazuaki Yubara, the helicopter designer, and Yuichi Mishima, the nuclear power engineer, work frantically to save the child and find the criminal.
