Based on a real person in history, Ji Xiao Lan tells the story of a brilliant scholar during the Qing Dynasty, a first rank official under Emperor Qian Long. Ji Xiao Lan, humble and righteous, tries to help the citizens facing injustices caused by callous and corrupt officials. He finds himself frequently at odds with the greedy but jovial He Shen, an official with the same rank, but many more connections and much more resources. The plot of the series revolves around similar issues that the Qing Dynasty government would have dealt with, including famine, natural disasters, rebellion, censorship, murder cases, and most frequently, corruption.
Moments of serious (and sometimes emotional) drama are inter-spread throughout this mostly humourous series, with wordplay, jokes, and ridiculous arguments aplenty. The Emperor Qian Long occasionally joins in as the third "brother" of the pair when he adventures around the country incongnito.
